Public defense, i.e. the military and NASA clearly fall into that category. Police and fire and water are local municipalities /city/state entities and not federal. I do not think the Federal gov't should not be providing funding for museums. Again many of those are local and not federal.<br />Please understand the difference between the intent of the constitution to limit the powers of the federal gov't vs. all the remaining items delegated to the state.
